The IZ tool demonstrates how communities can use zoning to promote mixed-income communities. It allows for communities to counter the declining public sector investment in affordable housing, and thus enable low-income and moderate-income families to benefit from urban reinvestment. Considerations for this tool include the need for building a base of supporters including, but not limited to, residents, non-profit developers, community organizations, and labor unions.
